Before European settlement, Delta was inhabited by the Tsawwassen First Nation of the Coast Salish. European exploration of the area began in 1791 when Spanish explorer Lieutenant Francisco de Eliza mistakenly believed it was an island and named it "Isla de Cepeda." The first European settler, James Kennedy, arrived in 1860, and farming and fishing played a pivotal role in the community's growth. In 1879, Delta was incorporated as a municipality, and Ladner became its administrative center.

Delta's isolation ended with the completion of the George Massey Tunnel in 1959, the Tsawwassen Ferry Terminal in 1960, and the rerouting of Highway 99 in 1962, leading to significant population growth. The Alex Fraser Bridge, completed in 1986, further facilitated connectivity. In 2017, the government changed the municipality's name and classification to the City of Delta.
