New Westminster, colloquially known as New West, is a city located in the Lower Mainland region of British Columbia, Canada. It was founded by Major-General Richard Moody in 1858 and served as the capital of the Colony of British Columbia until the Mainland and Island colonies were merged in 1866. The history of New Westminster dates back to the time when the area was inhabited by the Kwantlen First Nation. The discovery of gold in British Columbia led to an influx of gold seekers from the south, which created concerns among settlers about a potential American invasion to seize the land. In December 1858, Richard Clement Moody arrived with the Royal Engineers, Columbia Detachment, with the task of establishing a city that would symbolize British dominance and serve as the new capital.

Moody's vision for New Westminster was to create a city of beauty in the wilderness that would reinforce the authority of the Crown. He selected the site for its defensibility, accessibility, and excellent port. He was struck by the majestic beauty of the location, describing it in a letter as a place of grandeur and sublimity. The city was originally suggested to be named "Queensborough," but it was ultimately named New Westminster by Queen Victoria after the part of London known as Westminster.

New Westminster was incorporated as the first city in British Columbia in 1860 and became a major center for prospectors during the Fraser Gold Rush. However, the city faced challenges due to insufficient funds and opposition from Governor James Douglas. The citizens of New Westminster were largely Canadian and Maritimer settlers, which contributed to their more business-oriented approach to commerce.
